[Requests] Allow updating of status in Bulk for managers

To allow managers to update status of requests in bulk - similar to reviewing checklists in Bulk. 
Currently managers are only able to update the status of individual requests.

KIV first: I think this can be overcome if the Responder (instead of Place Manager) updates status to complete instead.
