Introduce a File Storage Management feature within FacilityBot to allow users to:
Upload, store, and manage monthly PDF reports or other important documents.
Add custom labels/tags (e.g., "January Report", "Electrical Inspection", "2025-Q1 Report") to organize and easily retrieve uploaded files.
Functionality:
1) Upload functionality accessible via Web Portal under a dedicated "File Storage" or "Documents" section.
2) Option to assign labels/tags and categorize files by:
  • Month/Year
  • Location
  • Department
  • Report Type
3) Ability to filter, search, and download files based on labels/tags.
4) Role-based access controls: Admins can configure which user roles can upload, view, or delete files.
5) Optional file size limits and storage usage monitoring.
