[Meters] Link Meters to Customers

Allow meters to be linked to specific customers, and include a Customer Code ID field to store the customer’s reference number. This information should be visible in meter records, reports, and exports.
Meters are cannot be linked directly to customers. There is also no field to associate or display a customer code/ID for meter records.

the upcoming "Utilities Billing" feature will allow linking Meters to Customers. To review if this is still needed after the Utilities Billing feature is in PROD
