Allow all responders assigned to a checklist to view the checklist in Processing and Completed stages, even if they were not the one who completed it.

While all responders assigned to a checklist can see it when it is in the Pending stage, only the responder who processed or completed the checklist can view it in the For Review tab (when the checklist is in Processing or Completed status). Other assigned responders do not have visibility once the checklist moves past Pending.
