Include Manually Created Requestor Accounts in Broadcast Recipients

Allow manually registered requestor accounts under to be selected as recipients when sending broadcasts.

The client transitioned from Viber to email-based accounts and registered authorized tenant Points of Contact (POCs) as requestors. These POCs coordinate requests on behalf of tenants, contractors, and subcontractors to improve security and ensure proper request authorization.

Enable broadcasts to reach manually created requestor accounts, allowing announcements to be sent directly to authorized tenant POCs.
