[Accounts] Restrict Manager Assignment to Their Team Responders

Currently, managers and responders can assign requests to anyone from the full account list or account tag list. This can lead to assignments being made outside of the intended team.
It would be useful to allow managers to assign requests only to responders within their own team (e.g., based on account tags or team grouping). This helps maintain clearer responsibility boundaries, reduces misassignments, and ensures requests are routed to the correct operational team.
