[SOR] Allow negative SOR prices

The SOR module now supports negative pricing for line items, allowing users to create Requests and Expenditures with negative SOR values when needed. Validation restricting positive-only prices has been removed, and total calculations remain accurate and consistent across both Requests and Expenditures.
