[PTW] Allow custom managers to only view assigned PTW + Viewing Retention

You can now limit custom managers to view only the Permits-to-Work (PTW) assigned to them, improving security and role clarity. Additionally, PTW viewing activity is now retained, giving clearer visibility into who has accessed each permit.
