[Permit to Work] Allow CSV Export

We’ve added a CSV Export feature to Permit to Work (PTW), making it easier to extract and analyze work permit data. Users can now download permit details in CSV format for reporting, record-keeping, and data sharing. This improvement enhances flexibility and efficiency in managing permits.
