The Expenditures module now supports Custom Manager Rights similar to Permit to Work. Admins can configure visibility permissions using three flexible access options: view all expenditures, view only assigned expenditures, or retain viewing rights based on past assignments. This provides more granular and consistent access control for Custom Manager roles across the platform.
