[Expenditures] Add Filter by Request Type

The Expenditures module now supports filtering by Request Type through the Linked To column. Users can quickly filter expenditures based on the Request Type of linked Requests, with the dropdown dynamically showing only relevant and available Request Types from current expenditure records.
