Add Tax Rate into SOR

The SOR module now supports configurable tax rates for all quoted items. Admins can enable a tax toggle, set a custom tax percentage, and automatically apply tax calculations across Request Details and Expenditures. The update also introduces clearer financial breakdowns with “Total Before Tax,” “Tax,” and “Total After Tax” values for improved transparency and accuracy.
