[Fault Reporting] Introducing Sub-Sub Fault Type for More Granular Categorization

Introduce a Sub-Sub Fault Type to allow for a three-tier categorization system. This additional layer would provide a more detailed classification.
Currently we are dealing with a lot of fault types. However not all of them are relevant for all departments.
(1) Enhanced Categorization – Departments often deal with a broad range of faults. Having a sub-sub fault type ensures better classification, making it easier for requestors to specify issues accurately.
(2) Department-Specific Customization – Some departments may not require all fault types. With this enhancement, requestors can first select their department, then common issues within that department (sub fault type), and finally, a more specific issue (sub-sub fault type).
